Goa club blaze: Coast protection body received 2 complaints but said it lacked jurisdiction
In the days following the deadly fire at a North Goa club, officials have confirmed that the state’s coastal protection authority had earlier received two complaints regarding the same property. Despite this, the authority stated that it did not have jurisdiction over the structure, which has now intensified scrutiny over how complaints were handled and whether better coordination could have prevented the tragedy.
Records show that residents and local groups had raised concerns about the club’s construction and alleged violations. The Goa Coastal Zone Management Authority reviewed the complaints but concluded that the property did not fall under its designated coastal regulation zone. As a result, it transferred responsibility to the local panchayat and other enforcement bodies.
However, officials now acknowledge that the lack of clarity on jurisdiction may have contributed to delays in inspection and enforcement. The club continued to operate with large crowds despite repeated concerns from the community. After the fire, which is suspected to have been triggered by a gas cylinder explosion, questions are being raised about the building’s safety compliance, fire exits and permissions.
Government sources say multiple agencies will now be examined to understand whether warnings were missed or whether the complaints should have prompted joint inspections. The state has ordered a deeper investigation into approvals issued to the club, structural modifications made over time and adherence to fire safety rules.
Families of victims and local residents have demanded accountability and a review of the regulatory framework for coastal nightlife establishments. The Goa government has promised a detailed report and assured that violations, if proven, will result in strict action.
